To advise the Board of County Commissioners on appropriate methods and techniques that can be used to prevent and treat alcoholism and drug abuse. The purpose will be served through the performance of research on alcoholism and drug abuse and related problems and through policy and program recommendation designed to address alcoholism, drug abuse and personal risk.
