The mission of the Hunterdon County Planning Department is to enhance the quality of life for County residents by promoting wise land use decisions that balance the needs of reasonable growth with the preservation of natural, cultural and historic resources.

The Planning Department provides technical support within allocated resources to local, state and federal agencies that support the mission. The Department's professional services include, but are not limited to, the following:

Land Development Review
  • Review sketch plans and subdivision and site plan applications in conjunction with the Office of the County Engineer for potential environmental impacts, as well as vehicular and stormwater runoff implications for County roadways and facilities.
  • Publish the Hunterdon County Land Development Map and Index in conjunction with the Division of Geographic Information (GIS).
  • Review and update the Hunterdon County Land Development Standards in conjunction with the Office of the County Engineer and the Division of Geographic Information (GIS).
Local Planning Assistance
  • Publish local planning tools, including the model ordinances produced by the Hunterdon County Environmental Toolbox.
  • Research pertinent legislation and regulations, such as the Council on Affordable Housing Substantive Rules and the Highlands Preservation and Planning Act, and participate in public hearings, forums and workshops.
  • Collect, maintain and distribute data, including population projects and build-out maps delineating the maximum amount of development permitted by existing zoning and environmental constraints.
  • Research and utilize a Geographical Information Systems (GIS) build-out simulation program to develop a training session for County and Municipal officials.
  • Utilize Geographical Information Systems (GIS) technologies to manipulate digital data and supply information and maps to municipalities.
  • Review and comment on municipal stormwater management plans, provide model stormwater management plans and ordinances, and conduct stormwater management informational sessions and other educational events.
  • Administer public/private partnerships, such as the Readington-Tewksbury Transportation Improvement District (TID).
  • Facilitate the County's Traditional Farmland Preservation Program and the 8-year Municipally Approved Farmland Preservation Program.
  • Aid in facilitating the Planning Incentive Grant (PIG) municipal farmland preservation program.
  • Facilitate Right-to-Farm requests and processes.
  • Conduct Question and Answer sessions and other educational events covering topics including the farmland preservation application process, agriculture viability and "right-to-farm" issues.
  • Maintain and update the County designated ADA.
Master Planning
  • Publish Hunterdon County master plans including the Hunterdon County Growth Management Plan, the Hunterdon County Transportation Plan and the Bikeway Implementation Plan.
  • Prepare transportation studies investigating ways to reduce vehicle miles of travel, ease congestion and improve the air quality within the County and throughout the region.
  • Publish the Hunterdon County Land Development Map and Index in conjunction with the Division of Geographic Information (GIS).
  • Review and update the Hunterdon County Land Development Standards in conjunction with the Office of the County Engineer and the Division of Geographic Information (GIS).
Regional Coordination
  • Host Cross-Acceptance, the process where public and private interests and residents are provided the opportunity to review and comment on the State Development and Redevelopment Plan (State Plan), and negotiate changes with the State Planning Commission.
  • Participate in regional watershed and river conservation groups, such as the Lower Delaware Wild and Scenic Management Committee, Mulhockaway Creek Regional Stormwater Management Planning Committee and the North Jersey Resource Conservation and Development Council.
  • Participate in regional transportation planning projects, such as the South Branch Parkway Integrated Land Use and Transportation Plan, and maintain membership to regional transportation planning organizations, such as the Metropolitan Planning Organization for Northern New Jersey, the Hunterdon Area Resources for Transportation (HART) and the County Human Services Transportation Committee.
Other Tasks
  • Host the Hunterdon County Planning Board Annual Dinner, which features the Hunterdon County Planning and Design Awards Program.
  • Provide technical support and staff resources to the County Agriculture Development Board.
  • Conduct administrative tasks including the preparation of operating and capital budgets, the handling of public document requests according to Open Public Records Act (OPRA) procedures and grant management.
