COMMITTEE PURPOSES AND MEETING DATES

Committee meetings, for the most part, are held in the Human Services Conference Room, Building 3, Route 31 County Complex, Gauntt Place, Flemington, New Jersey {directions}. Please call 908-788-1253 for further information.

HUMAN SERVICES ADVISORY COUNCIL

Meets: Fourth Wednesday of every month (no meetings in August, and December), The council may meet in November if needed.
Time: 3:30 - 5:00 p.m.
Place: Division of Senior Services – Upper Level Room 5 A/B, Building 1, Route 31 County Complex, Flemington, NJ
Purpose: The principal responsibilities of the Council are:

  1. to engage in comprehensive planning activities relative to human services needs and resources within the County; and,
  2. to advise the Board of Chosen Freeholders of Hunterdon County and the New Jersey Commissioner of Human Services; the New Jersey Commissioner of the Department of Children and Families; and such other persons or agencies as may seek its advice, on issues relating to the planning, efficiency, availability, coordination, development, equity, distribution, evaluation, cost and resource allocation of health and human services needed by residents of the County, presently and in the the predictable future.
  3. Specific purposes shall include but not be limited to:
    • identifying human service needs and resources in cooperation with existing agencies and consumers;
    • providing relevant information to governing bodies, agencies and the public;
    • developing an annual planning process;
    • setting priorities; and
    • encouraging citizen participation in planning for human services in the public and private sectors.

The Council shall be strictly advisory to the Board of Chosen Freeholders and its authority shall be strictly limited to such functions as designated from time to time by the Freeholders.

NEEDS /RESOURCE ASSESSMENT

Meets: As necessary but generally no more than 1 or 2 times a year, generally in consecutive weeks, for comprehensive Plan or Plan Update.
Time: Meetings are generally held in the late afternoon.
Purpose: Oversees Needs Survey/Analysis and initial development of Service Priorities; Provides ongoing assessment and interpretation of Plan intent to the Health and Human Services Advisory Council.

LOCAL ADVISORY COMMITTEE ON ALCOHOLISM & DRUG ABUSE - LACADA

Meets: LACADA will meet on the following Wednesdays for 2020:
January 15
March 18
May 20
September 16
November 4 (first Wednesday)
Time: 2:30 p.m.
Place: Human Services Conference Room I, Building 3, Route 31 County Complex, Flemington, NJ
Purpose: Oversight of matters relating specifically to Alcohol and Drug Abuse services in the County, including the State Municipal Alliance Program, for recommendations to the Council and thence, the State and Board of Chosen Freeholders. Develops Alcohol and Drug Abuse Services Plan; allocates through the Council, State funding from the New Jersey Division on Alcohol and Drug Abuse of the New Jersey Department of Human Services; and, evaluates effectiveness of State funded programs for recommendations to the Council.

SUBCOMMITTEES:

Professional Advisory Committee (PAC) (of the Mental Health Board) And Professional Advisory Committee on Alcoholism and Drug Abuse (PACADA)
Meets: PAC/PACADA will meeting on the followint Thursdays for 2020:

Time: 1:00 p.m.
Place: Human Services Conference Room I, Building 3, Route 31 County Complex, Flemington, NJ
Purpose:
To advise LACADA and act as a resource on appropriate substance abuse issues confronting the LACADA.

County Alliance Steering Subcommittee (CASS)
Meets:
Third Wednesday of January, May, September and the first Wednesday of November
Time: 3:30 p.m.
Place: Human Services Conference Room (small), Building 3, Route 31 County Complex, Flemington, NJ
Purpose: Oversite of matters relating directly to the County Municipal Alliances. Five Municipal Alliance Clusters, composed by grouping municipalities according to high school sending districts, present a comprehensive spending plan for State allocated funds. CASS approves spending plans developed by the Clusters for recommendation to the Council. Clusters implement the programs.

MENTAL HEALTH BOARD

Meets: Second Thursday of January, then the first Thursday of the month, February to December (no meeting in July and August)
Time: 5:30 p.m.
Place: Human Services Conference Room I, Building 3, Route 31 County Complex, Flemington, NJ
Purpose: Oversight of matters related specifically to Mental Health Services in the County. Develops Mental Health Plan, recommends State funding from the Division of Mental Health Services of the New Jersey Department of Human Services with whom it has direct linkage and, evaluates effectiveness of State funded programs.

SUBCOMMITTEES:

PROFESSIONAL ADVISORY COMMITTEE (PAC)
Meets: Third Thursday of January, March, May, July, September, November
Time: 1:00 p.m.
Place:Human Services Conference Room I, Building 3,Route 31 County Complex, Flemington, NJ
Purpose: To provide technical assistance/review in the implementation and preparation of the annual Mental Health Plan. To serve as the ongoing technical advisory body to the Hunterdon County Mental Health Board, the PAC Appointing Authority.

SYSTEMS REVIEW COMMITTEE
Meets: 3rd Friday of each month (except August).
Time: 10:00 am
Purpose: To identify gaps in the mental health acute care system and bring them to the attention of the County Mental Health Board and the Division of Mental Health Services. Monitor utilization of acute care resources. Ensure that clients receive the highest quality of care in the most appropriate, least restrictive environment through oversight of the County's Emergency Screening System.

YOUTH SERVICES/JUVENILE JUSTICE COMMISSION

Meets: Second Wednesday of January, then the first Wednesday of every other month (no meetings in February, April, June, August, October and December)
Time: 12:30 p.m.
Place:Law Library 2nd Floor, Hunterdon Justice Complex, Park Avenue, Flemington, NJ
Purpose: Oversight of matters relating specifically to youth services focusing primarily on "at risk" youth but with a heavy orientation toward preventive services for all youth, for recommendations to the Council and thence the Board of Chosen Freeholders and the State. Develops the Family Court (Juvenile Justice Services) Plan; allocated through the Council, Juvenile Justice funding from the New Jersey Juvenile Justice Commission and, coordinates and identifies the need for new youth services for the Council.

SUBCOMMITTEES:

COUNTY INTERAGENCY COORDINATING COUNCIL
Meets: CIACC meets on the 2nd Monday of the month
Purpose: The CIACC serves in a monitoring and advisory capacity to the New Jersey Department of Children and Families.

CHILD CARE COMMITTEE
Meets: As needed.
Purpose: To work with Lead Child Care Agency on increasing community awareness of child care issues.

PREVENTION AND ALTERNATIVES COMMITTEE
Meets: As needed.
Purpose: To enhance the building of competencies that promote the positive development of children in their families, schools and community.

MULTI-DISCIPLINARY TEAM (MDT)
Meets: As needed.
Purpose: To review individual cases of youth involved with the courts which might benefit from purchase of various clinical services to preclude detention placement or, to help assure successful post placement transition back to the community through appropriate after care services.

TRANSPORTATION ADVISORY COMMITTEE

Meets: Second Wednesday of January, March, May, July, then the Third Wednesday of November. 
Time: 1:30 p.m.
Place: Human Services Conference Room I, Building 3. Route 31 County Complex, Flemington, NJ
Purpose: Oversight of the County Consolidated Transportation System, the LINK, recommending policies and procedures and, providing a forum for citizen input regarding System focus and direction.

COMPREHENSIVE EMERGENCY ASSISTANCE SYSTEM (CEAS) - HOMELESS

Meets: Second Monday of January and February, then the third Monday of the months of March, April, May, June, July, September, October and November (no meetings in August and December)
Time: 2:00 p.m.
Place: Division of Social Services - Upper Level Conference Room, Building 2, Route 31 County Complex, Flemington, NJ
Purpose:  Oversight of a comprehensive system of services to the homeless including recommendations regarding State and Federal funding and ongoing coordination and adaptation of services as required.
