DIVISION OF ENVIRONMENTAL HEALTH

Based at the Route 12 County Complex just outside Flemington, the Department's staff of Registered Environmental Health Specialists and Public Health Investigators coordinate the various environmental health programs sponsored by the Hunterdon County Health Department.

INSPECTION REQUESTS

ON-SITE SEPTIC DISPOSAL SYSTEMS
- including site inspections, review of septic designs, installation inspections, repair guidance, certification of completed systems, and complaint investigations.

SAFE DRINKING WATER

Well installation and abandonment inspections, certifications of new wells, commercial facility inspections, cross connection inspections, administration of the PWTA, and investigation of groundwater contamination cases with sampling as necessary.

CONSTRUCTION REFERRAL REVIEW PROGRAM:

SOLID WASTE FLOW ENFORCEMENT:

The Department of Health provides Solid Waste Flow Enforcement which includes investigation of illegal dumping, solid waste facility inspections, hauler inspections, shopping center spot checks and recycling surveys.

PUBLIC HEALTH NUISANCE INVESTIGATIONS:

Public health nuisance complaints and housing complaints are investigated by the health department if the municipality you are calling from has adopted the public health nuisance code and the state housing code and the county health department is designated as the enforcement agent. A housing complaint concerning a multiple unit dwelling of three or more units is under the jurisdiction of NJDCA and that agency should be called at 609-633-6241. This department will verify heating and insect infestation complaints and refer to DCA as needed.

HAZARDOUS MATERIALS RESPONSE (HazMat)

In Partnership with public safety, provides 24 hour on-call response capability for incidents involving any hazardous substance discharged into the environment.

LEAD POISONING INVESTIGATIONS:

The environmental health division works with the public health nursing and education division to investigate incidents of childhood lead poisoning. A complete environmental investigation is done to determine the source of the lead. Lead sources can include lead paint( in houses built before 1978), leaded plumbing solder, soil, cultural home remedies, cosmetics from other countries, imported candies, occupational sources, crafts and hobbies, imported pottery, and leaded crystal

On April 22,2010 an new EPA rule came into effect that requires companies that perform renovation, repair and painting projects that disturb lead based paint in homes, child care facilities, and schools built before 1978 be certified by EPA. Renovators must be trained by an EJPA accredited training provider and must follow specific work practices to prevent lead contamination. For more information go to www.epa.gov/lead

RADON TESTING:

The Department of Health provides information, consultation, distribution of educational materials. Radon canisters are available for purchase at the health department. The cost is $20.00, which includes postage back to the lab and analysis. You must pay by check since payment is made directly to the lab.

RIGHT-TO-KNOW:

The County's "Right-to-Know" Program is the purveyor of the central file for all covered work places in the county inventory which includes fact sheets, outreach inspections, and public education.

KENNELS

All licensed kennels and pet shops are inspected yearly to ensure compliance with state regulations.

PESTICIDES

Schools, restaurants and apartment complexes are inspected to ensure that pesticides used at these properties are applied by a licensed pesticide applicator according to state regulations. Landscapers are inspected in the field to ensure that if they are applying pesticides to a property that they are licensed and are complying with state regulations.

RECREATIONAL BATHING/YOUTH CAMPS

All public recreational bathing facilities are inspected prior to their opening each summer. A spot check inspection is also done during the summer season. Recreational bathing facilities include pools at apartment, condo, or townhouse complexes, municipal pools, hotel or motel pools, and pools at camps, country clubs, and health clubs, Youth camps and day camps are inspected prior to opening each year.

AIR POLLUTION

Inspections are done at dry cleaners and at facilities that have emergency generators and boilers. Air pollution, odor and open burning complaints are investigated
