"This meeting is being held in accordance with the provisions of the Open Public Meetings Act.  Adequate notice has been given by posting throughout the year a copy of the notice on Bulletin Boards on the First and Second Floor of the Main Street County Complex, Building #1, Flemington, New Jersey, a public place reserved for such announcements. A copy was mailed on or before January 13, 2017, to the Hunterdon County Democrat, Star Ledger, Trenton Times, Courier News, TAPinto (online) and the Express Times, newspapers designated to receive such notices and by filing a copy with the Hunterdon County Clerk.”

VI. PURCHASING, Raymond E. Rule, Jr.   

  1. RESOLUTION -  Approving Requisition #R6-07800, using State Contract #A-42270, for underground fuel storage tank removal and installation of above-ground fuel storage tanks, with Independence Constructors, Inc., for the Department of Public Works, in the amount of $89,075.
  2. RESOLUTION -  Approving Requisition #R6-07798, using State Contract #A-42261, for a fuel storage tank, with E.O. Habhegger Co., Inc., for the Department of Public Works, in the amount of $83,600.
  3. RESOLUTION -  Authorizing the award of County Bid #2016-18, for Home Health Services, with Anita’s Angels, Inc., in an amount not to exceed $4,000.
  4. RESOLUTION -  Authorizing the award of County Bid #2016-18, for Home Health Services, with Orions Home Healthcare, in an amount not to exceed $20,000.
  5. RESOLUTION -  Authorizing the award of County Bid #2016-18, for Home Health Services, with Preferred Health Care and Nursing Services, Inc., in an amount not to exceed $20,000.
  6. RESOLUTION -  Authorizing the award of County Bid #2016--18, for Home Health Services, with Visiting Health and Supportive Services, Inc., in an amount not to exceed $4,000.
  7. RESOLUTION -  Authorizing the extension of County Bid #2016-18, for Home Health Services, with Visiting Nurse Association of Northern New Jersey, in an amount not to exceed $4,000.
  8. RESOLUTION -  Authorizing the extension of County Bid #2016-18, for Home Health Services, with Res-Care New Jersey Inc., in an amount not to exceed $180,000.
  9. RESOLUTION -  Approving the extension of County Bid #2014-16, for the exterior advertising on the County’s LINK System, with HFT Management, Inc., in an amount not to exceed 63% of the gross advertising revenue generated from the sale of advertising on the Transportation Fleet.
  10. RESOLUTION -  Approving the extension of County Bid #2016-04, for Landscape Maintenance and Mowing Services, with D’Onofrio & Sons, Inc., in an amount not to exceed $35,800.

  1. Motion to approve the claims in accordance with the Claims Register dated January 17, 2017.
  2. Motion to approve the regular and executive session minutes of December 20, 2016, the special session minutes of December 28, 2016 and the Reorganization minutes of January 03, 2017.
  3. RESOLUTION -  Andrea Schell, full time Public Safety Telecommunicator, Division of Communications, salary adjustment in accordance with the Memorandum of Agreement with CWA Local 1036.
  4. RESOLUTION -  Emily Stiff, full time Public Safety Telecommunicator, Division of Communications, salary adjustment in accordance with the Memorandum of Agreement with CWA Local 1036.
  5. RESOLUTION -  Tyler Case, full time Public Safety Telecommunicator, Division of Communications, salary adjustment in accordance with the Memorandum of Agreement with CWA Local #1036
  6. RESOLUTION -  John Sadusky, full time Sergeant, Sheriff’s Office, salary adjustment in accordance with the Collective Bargaining Agreement with the FOP, Lodge #94.
  7. RESOLUTION -  Carol S. Potter appointed part-time Library Assistant, Hunterdon County Library.
  8. RESOLUTION -  Christopher Leffler appointed full-time Laborer, Department of Public Works.
  9. RESOLUTION -  Garrett Dunlap appointed full-time Laborer, Department of Public Works.
  10. RESOLUTION -  Gloria Lamborn appointed part-time Library Assistant, Hunterdon County Library.
  11. RESOLUTION -  Belan Ludovit appointed per-diem Dance Instructor, Division of Senior Services, Department of Human Services.
  12. RESOLUTION -  Approving a salary adjustment for Tom Mathews, Director of Public Works, Division of Engineering
  13. RESOLUTION -  Approving salaries for individuals covered under the Collective Bargaining Unit for FOP, Lodge #29.
  14. RESOLUTION -  Approving salaries for Keyboarding Clerks covered under the Collective Bargaining Agreement with CWA Local 1036.
  15. RESOLUTION -  Approving the appointment of Carol Rickard to the Mental Health Board.
  16. RESOLUTION -  Approving an Employment and Reimbursement Agreement with Jason Snyder, Sheriff’s Officer.
  17. RESOLUTION -  Approving the renewal of a Lease Agreement with the State of New Jersey (Lease/RPR #16-13), for property at the Annandale Youth Correctional Facility, to be utilized for a proposed Police-Fire-Rescue School, for twenty years.
  18. RESOLUTION -  Approving the Hunterdon County Municipal Alliance Strategic Plan and recommending its transmittal to the Governor’s Council on Alcoholism and Drug Addiction, in order to access $181,380 in state funds.
  19. RESOLUTION -  Approving plans and specifications for the Reconstruction of Culvert #-58, on Pulaski Road, over a branch of Chambers Brook, in Readington Township and authorizing the County Purchasing Agent to advertise for bid.
  20. RESOLUTION -  Approving a Joint Funding Agreement with the US Department of the Interior, U.S. Geological Survey for the annual maintenance of the Neshanic River Gauge, for the Golf Course, in the amount of $1,700.
  21. RESOLUTION -  Approving a contract extension for RFP #0032-2015, with Briteside Adult Day Centers, Inc., for an additional 12 months (2017), in the amount of $78,647.
  22. RESOLUTION -  Approving a contract extension for RFP #0032-2015, with Legal Services of Northwest Jersey, Inc., for an additional 12 months (2017), in the amount of $14,040.
  23. RESOLUTION -  Approving a contract extension for RFP #0032-2015, with Meals on Wheels in Hunterdon, Inc., for an additional 12 months (2017), in the amount of $219,659.
  24. RESOLUTION -  Approving a contract extension for RFP #0032-2015, with the Hunterdon County YMCA, for an additional 12 months (2017), in the amount of $23,793.
  25. RESOLUTION -  Authorizing the County Purchasing Agent to bid for the Hunterdon County Justice Center Hydraulic Elevator Modernization.
  26. RESOLUTION -  Approving a professional services agreement with David Ciarrocca, C.P.A., LLC, for accounting services for the Division of Housing, in the Human Services Department, in the amount of $14,300 for a one year period.
  27. RESOLUTION -  Approving a professional services agreement with KBD Associates, LLC, Karen Burd Demarco, M.P.H., for County Health Officer services, for 2017, for the Department of Public Safety and Health Services, in the amount of $61,200.
  28. RESOLUTION -  Approving a professional services agreement with Suplee, Clooney and Company, to perform an audit of financial statements for the Division of Public Housing, in the amount of $9,000.
  29. RESOLUTION -  Approving a professional services agreement with Wiss and Company, LLP, to perform the 2017 County Audit and for budget preparation services, for the County, in the amount of $74,900.

  30. RESOLUTION -    Approving the reappointment of Violet Kocsis, to the Greater Raritan Workforce Investment Board, effective immediately.

IX. GRANTS

  1. RESOLUTION -    Approving an application with the New Jersey Department of Community Affairs for administration of the Low Income Heating and Energy Assistance Program (LIHEAP), in the amount of $1,695.
  2. RESOLUTION -    Approving a grant award for the 2017 State/Community Partnership and Family Court Services, from the New Jersey Juvenile Justice Commission, in the amount of $283,709, for 2017, ($132,544 SCP Service funds; $55,550 in SCP Management Funds; and $95,615 in Family Service Funds.

X. CORRESPONDENCE

  1. Fred Ghanim, requesting a Road Opening Permit due to a hardship, to open County Route 602 (recently paved), to connect to gas.
  2. Dan Brannen, Gran Fondo NJ, again requesting to use a portion of the North Branch Library parking during the 7th Annual Grand Fondo NJ, to be held on Sunday, September 10, 2017, as a “Rest and Refreshment” area, from 7:00 a.m. until 3:00 p.m.
