I. 4:00 p.m. CONVENE: "This meeting is being held in accordance with the provisions of the Open Public Meetings Act.  Adequate notice has been given by posting throughout the year a copy of the notice on Bulletin Boards on the First and Second Floor of the Main Street County Complex, Building #1, Flemington, New Jersey, a public place reserved for such announcements. A copy was mailed on or before January 05, 2016, to the Hunterdon County Democrat, Star Ledger, Trenton Times, Courier News, TAPinto (online) and the Express Times, newspapers designated to receive such notices and by filing a copy with the Hunterdon County Clerk.”

IX. FARMLAND PRESERVATION/OPEN SPACE, Sue Dziamara

  1. RESOLUTION -   Approving a Historic Preservation Grant application, with East Amwell Township, for the Phase 3 Restoration and Rehabilitation of the Clawson House, in an amount not to exceed $75,000.

X. FINANCE, Janet Previte, Acting County Financial Officer

  1. RESOLUTION -   Requesting the insertion of an item of revenue in the 2016 County Budget for the Senior Farmers Market Nutrition Program grant, in the amount of $500.
  2. RESOLUTION -   Requesting the insertion of an item of revenue in the 2016 County Budget for the Low Income Home Energy Assistance Program grant, in the amount of $1,724.
  3. RESOLUTION -   Requesting the insertion of an item of revenue in the 2016 County Budget for the Section 5311 Non-Urbanized Area Formula Program grant, in the amount of $627,519.
  4. RESOLUTION -   Requesting the insertion of an item of revenue in the 2016 County Budget for the State/Community Partnership (SCP) Juvenile Justice 2016 Grant, in the amount of $188,094.
  5. RESOLUTION -   Requesting the insertion of an item of revenue in the 2016 County Budget for the Prosecutor-Led Mental Health Diversion Program grant, in the amount of $150,000.
  6. RESOLUTION -   Requesting the insertion of an item of revenue in the 2016 County Budget for the 5311 Innovation Grant, in the amount of $150,000.
  7. RESOLUTION -   Requesting the insertion of an item of revenue in the 2016 County Budget for the 2015 Body Armor grant, in the amount of $7,982.94.
  8. RESOLUTION -   Requesting the insertion of an item of revenue in the 2016 County Budget for the State Homeland Security Program, in the amount of $154,861.07.

XI. PURCHASING, Ray E. Rule, Jr.

  1. RESOLUTION -  Approving Requisition #R6-05284, using N.J.S.A. 40A:11-5(1)L, for printing the 2016 General Election Ballots, with Sky Printing, for the County Clerk’s Office, in the amount of $65,000.
  2. RESOLUTION -  Authorizing the award of County Bid #2016-11, with Paper Mart, Inc., to Furnish and Deliver Fine Paper and Envelopes, for the Department of Central Printing and Mail, in an amount not to exceed $50,781.25.
  3. RESOLUTION -  Authorizing the award of County Bid #2016-16, for the Resurfacing and Surface Treatment Program, for the Department of Public Works, with Stavola Contracting Co., Inc., in an amount not to exceed $2,739,177.65, with six municipalities participating in the shared service.  (6 municipalities taking advantage County’s pricing as part of a shared service).

XII. CONSENT AGENDA

“All matters listed under the Consent Agenda are considered to be routine by the Board of Chosen Freeholders of the County of Hunterdon and will be enacted by one motion in the form listed below.  There will be no separate discussion of these items.  If discussion is desired that item will be removed from the Consent Agenda and will be considered separately.”

  1. Motion to approve the claims in accordance with the Claims Register dated September 06, 2016.
  2. Motion to approve the regular and executive session minutes of August 16, 2016.
  3. RESOLUTION -   William Svard appointed as a full time Detective, Prosecutor’s Office.
  4. RESOLUTION -   Ryan Buckley appointed as needed, per-diem Level 2 Fire Instructor, Emergency Management Division, Public Safety and Health Services Department.
  5. RESOLUTION -   Shannon Giuliani appointed as needed, per-diem EMT Instructor, Emergency Management Division, Public Safety and Health Services Department.
  6. RESOLUTION -   Approving the interdepartmental transfer of Amy Henriksen from the Division of Senior and Veteran Services to the Division of Social Services, in the Human Services Department. 
  7. RESOLUTION -   Kevin Burghardt appointed full time, provisional Social Worker Aging, Division of Social Services, Department of Human Services.
  8. RESOLUTION -   Michele Menditto appointed part time, provisional Health Educator, Division of Health, Department of Public Safety and Health Services.
  9. RESOLUTION -   Caitlin Howley appointed a full time Public Safety Telecommunicator, Division of Communications, Department of Public Safety and Health Services.
  10. RESOLUTION -   Karen Garcia-Rios appointed a full time Public Safety Telecommunicator, Division of Communications, Department of Public Safety and Health Services.
  11. RESOLUTION -   Approving a temporary salary adjustment for Robert H. Hunt, Jr., Assistant Supervisor of Vehicle Services,  in accordance with the collective bargaining agreement with CWA Local 1036 for filling the role of Supervising Mechanic
  12. RESOLUTION -   Authorizing the acceptance of an Alternate Care Site Trailer from the Central West Regional Healthcare Coalition, to assist individuals during emergencies that utilize feeding pumps, oxygen concentrators, etc.  Trailer valued at around $400,000.
  13. RESOLUTION -   Authorizing the rescission of the January 14, 1997 resolution setting speed limits for County Route 625 (Mechlin Corner Road) and establishing new speed limits in both directions of County Route 625, in Alexandria and Union Townships.
  14. RESOLUTION -   Authorizing the rescission of an 8 ton weight limit on County Bridge C-32, on Payne Road, in Clinton Township and establishing a 4 ton weight limit.
  15. RESOLUTION -   Approving the rejection of Bid #2016-12, Everittstown Garage Salt Storage Building Addition.
  16. RESOLUTION -   Authorizing the solicitation of bids for the Everittstown Garage Salt Storage Building Addition.
  17. RESOLUTION -   Authorizing the solicitation of bids for the Waste Oil Tank installation, at the South County Garage in Mt. Airy.
  18. RESOLUTION -   Approving a Professional Services Agreement with Dr. Ronald Frank, to serve as the County’s professional Medical Director, in the amount of $5,000, using the Local Core Capacity for Public Health Emergency Preparedness (LCCPHEP) Grant funds.

XIII. GRANTS

  1. RESOLUTION -   Approving a Title IV-D Reimbursement Grant Agreement with the New Jersey Division of Family Development, for the Sheriff’s Office related to arrest services in child support and/or paternity matters, in the amount of $221,794.
  2. RESOLUTION -   Approving a County Environmental Health Grant application with the New Jersey State Department of Environmental Protection, to support environmental inspections, enforcement and education, in the amount of $277,400 (State funding - $138,700; County Match - $138,700).
  3. RESOLUTION -   Authorizing the revision of the grant application for Multi-Jurisdictional County Gang, Gun and Narcotics Task Forces to include a County Match of $32,551 (salaries).
  4. RESOLUTION -   Approving an application with NJ Transit for Senior Citizen and Disabled Resident Transportation Assistance funding, in the amount of $327,180.
  5. RESOLUTION -   Approving a Section 5311 application with NJ Transit, for aid in the financing of administration, capital and/or operating assistance project, at Human Services, in the amount of $191,999 as the local share.
  6. RESOLUTION -   Approving an Operating and/or Non-Operating Assistance Agreement, for Hunterdon County’s Consolidated Transportation System (known as the LINK), in the amount of $200,000. (Federal - $100,000; NJ Transit - $50,000; County - $50,000).

XIV. CORRESPONDENCE

  1. Yaser ElMenshawy, Islamic Center of Hunterdon County, requesting permission to use the Route 12 County Complex parking area, on Saturday, September 24, 2016, between 2:00 p.m. and 4:00 p.m., as they are holding a ground breaking ceremony for a Mosque, at the corner of Route 12 and Autumn Leaf Drive. (Rain Date to be October 01, 2016).
