"This meeting is being held in accordance with the provisions of the Open Public Meetings Act. Adequate notice has been given by posting throughout the year a copy of the notice on Bulletin Boards on the First and Second Floor of the Main Street County Complex, Building #1, Flemington, New Jersey, a public place reserved for such announcements. A copy was mailed on or before January 05, 2016, to the Hunterdon County Democrat, Star Ledger, Trenton Times, Courier News, TAPinto (online) and the Express Times, newspapers designated to receive such notices and by filing a copy with the Hunterdon County Clerk.”

VI. COUNTY ORDINANCE #2016-02

  1. PUBLIC HEARING - County Ordinance No. 2016-02, adjusting the Administrative Fee by an additional one and a half cents per gallon for capital improvements needed in order to enhance operational capacity at the County’s Public Works Depots.

VIII. FINANCE, Janet R. Previte, Acting Financial Officer

  1. RESOLUTION - Approving the establishment of a CAP Bank.
  2. RESOLUTION - Approving the “2016 Budget Statement Certification by Welfare Agency.”
  3. Motion to approve the introduction of the 2016 County Budget and setting the public hearing for June 09, 2016 at 4:00 p.m.
  4. RESOLUTION - Approving an amendment to the January 05, 2016 resolution for depositories to include Unity Bank and Northfield Bank.

IX. PURCHASING, Raymond Rule

  1. RESOLUTION - Authorizing the award of County Bid #2016-02, for Automated Data Processing Services for the Tax Board with Vital Communications, Inc., for a seven year contract, in an amount not to exceed $709,403.36.

X. FARMLAND PRESERVATION/OPEN SPACE, Sue Dziamara

  1. RESOLUTION - Granting final approval for the acquisition of a development easement from John Kluber, Block 20.01, Lot 9, in Alexandria Township, estimated 57 acres; (SADC - $331,740; County - $110,580; Township -$110,580), total amount of $552,900.

XI. PUBLIC WORKS, Tom Mathews, Director

  1. Update of various County road and bridge projects.

  24. RESOLUTION - Approving a Housing Consultant Services contract for the Tri-County (Hunterdon, Sussex and Warren) Continuum of Care, to file a joint application to HUD for Continuum of Care Homeless (CoC) Assistance, for 2016, in the amount of $3,333.34. (equal shares of $10,000).
  25. RESOLUTION - Approving Specifications for the Application of Traffic Stripes on various County and Municipal Roads, and directing the Purchasing Agent to advertise for bids.
  26. RESOLUTION - Approving Specifications for Resurfacing and Surface Treatment of various County Roads, in various municipalities, and directing the Purchasing Agent to advertise for bids.
  27. RESOLUTION - Acknowledging the efforts of Mary Jo Codey to increase awareness and reduce stigma for persons impacted by mental illness.
  28. RESOLUTION - Approving final payment for County Bid #2014-12, for the 2014 Painting of County Bridges: D-325, U-20, L- 30, L-36, W-18 and R-170, with Aussie Painting Corp., in the amount of $2,655.22.

XIII. GRANTS

  1. RESOLUTION - Approving an application for a County History Partnership Program Grant, for a three year cycle (2017-2019), from the New Jersey Historical Commission to the Hunterdon County Cultural and Heritage Commission.
  2. RESOLUTION - Approving a grant renewal application with the New Jersey Department of Health and Senior Services for the Local Core Capacity for Public Health Emergency Preparedness, for the period of July 01, 2016 through
    June 30, 2017, in the amount of $256,923.
  3. RESOLUTION - Approving the submission of a grant application and a Spending Plan to the New Jersey Department of Environmental Protection, for the 2015 Recycling Enhancement Act Tax Grant, for Hunterdon’s Solid and Hazardous Waste Management Program, in the amount of $115,364.00.
  4. RESOLUTION - Approving a Victims of Crime Act Subgrant Award with the New Jersey Department of Law and Public Safety, Division of Criminal Justice, for the Sexual Assault Nurse Examiner/Sexual Assault Response Team (SANE/SART), in the amount of $83,138.

XIV. PROCLAMATIONS/RECOGNITION

  1. PROCLAMATION - Acknowledging Hunterdon’s Teachers selected as part of the Governor’s Teacher/Educational Services Professional Recognition on June 02, 2016.
  2. PROCLAMATION - Recognizing Kyle Robert Schlittler, Troop 187, on attaining the designation of Eagle Scout.
  3. PROCLAMATION - Recognizing Hunter Vogel, Troop 288, on attaining the designation of Eagle Scout.
  4. PROCLAMATION - Recognizing Gregory Windeler, Troop 288, on attaining the designation of Eagle Scout.

XV. CORRESPONDENCE

  1. Hunterdon County Chamber of Commerce, again requesting permission to use County resources on Saturday, June 04, 2016, for the 3rd annual Hunterdon County Community Day, to be held at the South County Park, from 12:00 noon through 6:00 p.m. Asking to use auxiliary lighting, digital sign board, cones, barricades, portable radios and support staff from the Division of Parks and Recreation, as well as Buildings and Maintenance.
  2. Rotary Club of Flemington, again requesting permission to use the County’s Court Street Park, on Sunday, June 12, 2016, for the 8th annual Bark in the Park Dog Walk. Also requesting to place 2 port-ajohns in the Main Street County Complex parking area.
