I. 4:00 p.m. CONVENE: "This meeting is being held in accordance with the provisions of the Open Public Meetings Act. Adequate notice has been given by posting throughout the year a copy of the notice on Bulletin Boards on the First and Second Floor of the Main Street County Complex, Building #1, Flemington, New Jersey, a public place reserved for such announcements. A copy was mailed on or before January 05, 2016, to the Hunterdon County Democrat, Star Ledger, Trenton Times, Courier News, TAPinto (online) and the Express Times, newspapers designated to receive such notices and by filing a copy with the Hunterdon County Clerk.”

VI. FINANCE, Janet Previte

  1. RESOLUTION- Requesting the Division of Local Government Services insert an item of revenue in the 2016 Budget, for Social Services for the Homeless, in the amount of $128,844.
  2. RESOLUTION- Requesting the Division of Local Government Services insert an item of revenue in the 2016 Budget, for the Universal Service Fund (USF), in the amount of $1,248.
  3. RESOLUTION- Requesting the Division of Local Government Services insert an item of revenue in the 2016 Budget, for Local Core Capacity for Public Health Emergency Preparedness, in the amount of $256,923.
  4. RESOLUTION - Requesting the Division of Local Government Services insert an item of revenue in the 2016 Budget, for the Victim of Crime Act (VOCA) V-10-15, in the amount of $104,109.
  5. RESOLUTION - Requesting the Division of Local Government Services insert an item of revenue in the 2016 Budget, for the 2016 State Health Insurance Program, in the amount of $24,000.
  6. RESOLUTION - Requesting the Division of Local Government Services insert an item of revenue in the 2016 Budget, for the Area Plan Contract 2016, in the amount of $245,395.

VII. FARMLAND PRESERVATION/OPEN SPACE, Sue Dziamara

  1. 01. RESOLUTION - Approving the Hunterdon Land Trust application for the Cooperative Assistance Open Space Grant Program, for the Hudson Grant Group property, Block 40, Lot 19, estimated 18.6 acres in Kingwood Township, in an amount not to exceed $51,250.00.
  2. RESOLUTION - Approving a Historic Preservation Grant Program application, for Holland Township, for interior rehabilitation and restoration of the Riegel Ridge Community Center, in an amount not to
    exceed $75,000.
  3. RESOLUTION - Approving a Historic Preservation Grant Program application, for Hunterdon Land Trust, for exterior rehabilitation and painting of structures at the Dvoor Farm, in an amount not to exceed $66,710.
  4. RESOLUTION - Approving a Historic Preservation Grant Program application, with East Amwell Township, for the Phase 3 restoration and rehabilitation of the Clawson House, in an amount not to exceed $75,000.
  5. RESOLUTION - Amending a Cooperative Open Space Acquisition approval, for Delaware Township, for Block 31, Lot 6.08, (Rosemont Pocket Park acquisition), for a total amount not to exceed $105,575.00.
  6. To discuss a request for the Cultural & Heritage Commission to administer the 2017 New Jersey Historical Commission (NJHC) County History Partnership Program (CHPP) Re-grants for qualified Warren County organizations.
  7. To review and request approval of the 2017 New Jersey Historical Commission (NJHC) County History Partnership Program (CHPP) History Re-grant application and guideline forms.

VIII. PUBLIC WORKS, Tom Mathews, Director

  1. Update of various County road and bridge projects.
  2. To discuss a road opening request from William Quick, after being denied, on County Route 613, in Three Bridges (Readington Township).

  1. Motion to approve the claims in accordance with the Claims Register dated August 16, 2016.
  2. Motion to approve the regular session minutes of July 19, 2016 and August 02, 2016 and the executive minutes for August 02, 2016.
  3. RESOLUTION - Denise Doolan reappointed as the Clerk of the Board, Board of Chosen Freeholders’ Office.
  4. RESOLUTION - Eric Bentzinger appointed provisional, full time Assistant Supervisor, Division of Buildings and Maintenance.
  5. RESOLUTION - Janice Passaro appointed part time, Library Assistant, Library.
  6. RESOLUTION - Christopher G. Spitzer appointed permanent, full time Senior Public Safety Telecommunicator, Division of Communications, Department of Public Safety.
  7. RESOLUTION - Jeffrey Fenton appointed permanent, full time Senior Public Safety Telecommunicator, Division of Communications, Department of Public Safety.
  8. RESOLUTION - Scott J. Schaller appointed permanent, full time Senior Public Safety Telecommunicator, Division of Communications, Department of Public Safety.
  9. RESOLUTION - Derek A. Daulton appointed full time, Sheriff’s Investigator, Sheriff’s Department.
  10. RESOLUTION - Shane Pierson appointed full time, permanent, County Park Ranger, in the Parks and Recreation Services Division, Department of Planning, Economic Development and Land Use
  11. RESOLUTION - Authorizing an interdepartment transfer for Julie Gordon from Human Services to the Superintendent of Schools Office.
  12. RESOLUTION - Approving an increase to the Change Fund for the Surrogate’s Court from $50.00 to $100.00, to be used for the sole purpose to make change for large bills.
  13. RESOLUTION - Approving Federal Change Order #6, County Bid #2012-25, for Rehabilitation of County Bridge D-300, Rosemont-Raven Rock Road in Delaware Township, to Rencor Inc., for an increase of $203, 679.01.
  14. RESOLUTION - Approving the solicitation of bids for Maintenance Service and Supplies for Copier Equipment, County Bid #2016-15.
  15. RESOLUTION - Approving the solicitation of bids for Golf Course Management of Heron Glen, County Bid #2016-16.
  16. RESOLUTION - Approving Modification #4 for Federal Project #STPC00S (351), for the Rehabilitation of County Bridge D- 300 on Rosemont-Raven Rock Road in Delaware Township, for an increase of $127,457.00.
  17. RESOLUTION - Approving Modification #2 for Federal Project STP- 0332(105)DES, for Interstate I-78, Pittstown Road (Exit 15) Interchange Improvements (County Route 513), in Union Township, for an extension of the project through September 30, 2017.
  18. RESOLUTION - Approving a red light permit for Robert Kozarek, Investigator, in the Medical Examiner’s Office.
  19. RESOLUTION - Approving the Hunterdon County Multi-Jurisdictional Hazard Mitigation Plan, as submitted to the New Jersey Office of Emergency Management and the Federal Emergency Management Agency on May 20, 2016 by the Hunterdon County Office of Emergency Management.

X. PROCLAMATIONS/RECOGNITION

  1. PROCLAMATION - Recognizing Spenser Sembrat, Boy Scout Troop 288, for attaining the designation of Eagle Scout.

XI. GRANTS

  1. RESOLUTION - Approving a Victims of Crime Act Grant Application, #VCS-53-15, with the New Jersey Department of Public Safety, for the Prosecutor’s Office, in the amount of $500,000, (Federal-$400,000; County Match-$100,000), for a one-time supplemental grant to be used to add Victim Witness modules, interfaces and portals to Infoshare.
  2. RESOLUTION - Approving a renewal application for the Victims of Crime Act (VOCA) grant, #V-10-15, with the New Jersey Department of Law and Public Safety, for the Hunterdon County Prosecutor’s Office, in the amount of $130,136 (Federal funds - $104, 109; County Match - $26, 027), for the period of August 1, 2016 through July 31, 2017.
  3. RESOLUTION - Approving an application for a Multi-Jurisdictional County Gang, Gun and Narcotics Task Forces Grant, in the amount of $42,785 (No County match), for the period of July 1, 2016 through June 30, 2017.
  4. RESOLUTION - Approving a Municipal Alliance Subgrant Award for the Central Hunterdon Regional Alliance, represented by Delaware Township, in the amount of $31,844.
  5. RESOLUTION - Approving a Municipal Alliance Subgrant Award for the Delaware Valley Regional Alliance, represented by Alexandria Township, in the amount of $20,777.
  6. RESOLUTION - Approving a Municipal Alliance Subgrant Award for the North Hunterdon Regional Alliance, represented by Clinton Township, in the amount of $27,511.
  7. RESOLUTION - Approving a Municipal Alliance Subgrant Award for the South Hunterdon Regional Alliance, represented by West Amwell Township, in the amount of $16,108.
  8. RESOLUTION - Approving a Municipal Alliance Subgrant Award for the Voorhees Regional Alliance, represented by Tewksbury Township, in the amount of $22,852.
  9. RESOLUTION - Approving the Comprehensive Youth Services Plan update and Funding Application and recommending its transmittal to the New Jersey Juvenile Justice Commission, in order to access $283,709 in state funds from the Juvenile Justice Commission.

XII. CORRESPONDENCE

  1. Amwell Valley Fire Co., asking permission to close a portion of County Route 602, (Wertsville Road), on Saturday, September 10, 2016, during their 18th Annual Harvest Fest, from 3:30 p.m. to 11:00
