I. 4:00 p.m.    CONVENE:  

"This meeting is being held in accordance with the provisions of the Open Public Meetings Act.  Adequate notice has been given by posting throughout the year a copy of the notice on Bulletin Boards on the First and Second Floor of the Main Street County Complex, Building #1, Flemington, New Jersey, a public place reserved for such announcements. A copy was mailed on or before June 29, 2015, to the Hunterdon County Democrat, Star Ledger, Trenton Times, Courier News, HCNews (online) and the Express Times, newspapers designated to receive such notices and by filing a copy with the Hunterdon County Clerk.”

  2. PROCLAMATION - Recognizing John Graefe for having served on the Hunterdon County’s Parks and Open Space Advisory Committee.                    

VII. FARMLAND PRESERVATION/OPEN SPACE, Sue Dziamara

  1. RESOLUTION -     Approving the Assignment of Deed from the Heritage Conservancy for the Smith property, Block 2, Lot 9, in Holland Township.

VIII. FINANCE, Janet Previte, County Finance Officer

  1. RESOLUTION -     Authorizing the insertion of an item of revenue in the 2015 County Budget for the Edward Byrne Memorial Justice Assistance Grant, in the amount of $43,969.
  2. RESOLUTION -      Authorizing the insertion of an item of revenue in the 2015 County Budget for the 2014 Recycling Enhancement Act Tax Entitlement Grant, in the amount of $114.000.
  3. RESOLUTION -      Authorizing the insertion of an item of revenue in the 2015 County Budget for the Clean Communities Grant (2015), in the amount of $82,848.59.
  4. RESOLUTION -      Authorizing the insertion of an item of revenue in the 2015 County Budget for the Medical Reserve Corps-Capacity Building Award, (NACCHO), in the amount of $3,500.
  5. RESOLUTION -      Authorizing the insertion of an item of revenue in the 2015 County Budget for the Personal Assistance Services Program, for 2015, in the amount of $38,037.
  6. RESOLUTION -      Authorizing the insertion of an item of revenue in the 2015 County Budget for the Transportation Improvement Program, in the amount of $33,768.

IX. PURCHASING, John P. Davenport

  1. RESOLUTION -     Approving Requisition #CountyClerk.1709, using New Jersey Statute N.J.S.A. 40A:11-5(1)(DD), with Dominion Voting, for software and hardware, for the County Clerk’s Office, in the amount of $65,000.
  2. RESOLUTION -     Approving a modification to County Quote #0054-2014, for professional services for the implementation of the FEMA Hazard Mitigation Planning Grant, for additional services to encompass the task of “Enhanced Severe Repetitive Loss Property (SLR) Strategy”, increase of $11,800.

    19. RESOLUTION -     Andrew Camp appointed full time, unclassified Confidential Assistant, Division of Health Services, Department of Public Safety and Health Services.
    20. RESOLUTION -     Approving a Memorandum of Agreement with AFSCME, Council 73, Local 2097, for 2015.
    21. RESOLUTION -     Approving a Memorandum of Agreement with the Hunterdon County Sheriff’s Officers Association, FOP Lodge #94, for the period of January 01, 2012 through January 01, 2016.
    22. RESOLUTION -     Approving an agreement with Morris County for the housing of youth, at the Morris County Youth Shelter, at the rate of $175 per day.
    23. RESOLUTION -     Approving plans and specifications for Site Improvements for Communications/Emergency Services, on County Route 617, (Cherryville Road), in Franklin Township.
    24. RESOLUTION -     Approving a property damage release with New Jersey Manufacturers Insurance Group, amount paid to the County shall be $1,920.36.
    25. RESOLUTION -     Approving a Federal Change Order #5, for County Bid #2012-25, for the Rehabilitation of County Bridge D-300, on Rosemont-Raven Rock Road, in Delaware Township, with Rencor, Inc., decrease of $4,198.
    26. RESOLUTION -     Approving the renewal of a Blue Light Permit for Patrick Appello II, a volunteer member of the County’s HAZ-MAT Team.
    27. RESOLUTION -     Approving the renewal of a Blue Light Permit for Mark Conover, a volunteer member of the County’s HAZ-MAT Team.
    28. RESOLUTION -     Approving the renewal of a Blue Light Permit for Albert P. Enea Jr., a volunteer member of the County’s HAZ-MAT Team.
    29. RESOLUTION -     Approving the renewal of a Blue Light Permit for Albert P. Enea III, a volunteer member of the County’s HAZ-MAT Team.
    30. RESOLUTION -     Approving the renewal of a Blue Light Permit for Donn Gordon, a volunteer member of the County’s HAZ-MAT Team.
    31. RESOLUTION -     Approving a professional services agreement with Cleary, Giacobbe, Alfieri and Jacobs, LLC, to provide services as special counsel, on an as needed basis, in an amount not to exceed $25,000.
    32. RESOLUTION -     Authorizing the County Purchasing Agent to advertise for County Bid #2015-23, for Snow and Ice Control Materials.
      ADDED ITEM:
    33. RESOLUTION - Approving the salary for employees covered under the Hunterdon County Sheriff’s Officers Association FOP Lodge #94, in accordance with the collective bargaining agreement

XI. GRANTS

  1. RESOLUTION -     Approving a Memorandum of Understanding with the New Jersey Office of Homeland Security and Preparedness, and the Northwest Regional Counties, regarding the use of Federal Homeland Security Grant funds.
  2. RESOLUTION -     Approving a grant renewal, with the New Jersey Department of Law and Public Safety, Division of Criminal Justice, for the Gangs, Guns and Narcotics Task Force subgrant #JAG 1-10FT-14, for the period of July 01, 2015 through June 30, 2016, in the amount of $43,969.
  3. RESOLUTION -     Approving receipt of a grant award from the New Jersey Department of Law and Public Safety, Division of State Police, Office of Emergency Management, for Subgrant #14-EMPG-EMAA-1000, for the distribution of $15,000 each to the Townships of Clinton, Holland and Readington; as well as the receipt of the FY14 Emergency Management Performance Grant in the amount of $140,0000 ($70,000 - Federal Funds; County Match - $70,000), from the New Jersey State Police Office of Emergency Management.
  4. RESOLUTION -     Approving a Letter of Agreement with the Governor’s Council on Alcoholism and Drug Abuse, for the receipt of State funding for the period of July 01, 2015 to June 30, 2016, for the purpose of substance abuse prevention and education programing, through the County’s Municipal Alliance Programs, in the amount of $181,380.

XII. CORRESPONDENCE

  1. Union Fire Co. 1, requesting permission to hold a Coin Toss, the weekends of July 11 and 12, 2015 and September 5 and 6, 2015, from 8:30 a.m. until 3:00 p.m., at the intersection of Kingwood Avenue and Race Street, in Frenchtown Borough.
