I.    CONVENE – 4:00 p.m.

"This meeting is being held in accordance with the provisions of the Open Public Meetings Act.  Adequate notice has been given by posting throughout the year a copy of the notice on Bulletin Boards on the First and Second Floor of the Main Street County Complex, 71 Main Street, Flemington, New Jersey, a public place reserved for such announcements.  A copy was mailed on or before January 2, 2014, to the Hunterdon County Democrat, the Express Times, Courier News, Trenton Times and Star Ledger, newspapers designated to receive such notices and by filing a copy with the Hunterdon County Clerk.”

  1. RESOLUTION - Approving Requisition #IT.3779, using State Contract #A-77003, with Dell, for software licenses, for the Division of Information Services, in the amount of $89,414.47.
  2. RESOLUTION - Approving a contract modification to County Bid #2010-33, for Janitorial Services for various County Buildings, with All Clean Building Services, amending the expiration date to February 28, 2015, in the increased amount of $269,933.56.

VII.     PUBLIC WORKS, Tom Mathews, Director

  1. Update of various County road and bridge projects.

VIII.    FARMLAND/OPEN SPACE PRESERVATION, Sue Dziamara

  1. RESOLUTION - Approving an application to construct residential unit(s) for Agricultural Labor Employed on a Deed-Restricted Farm, by recommendation of the Hunterdon County Agriculture Development Board, to Christopher Emmet, Block 48, Lot 5, in Readington Township and Block 12.01, Lot 15, in Tewksbury Township.
  2. RESOLUTION - Approving a development easement from Elanor Hahola, the Estate of Frank Hahola Sr., Executrix Frank Hahola Jr. and Margaret Hahola, on Block 11, Lot 12, (Hahola North Farm), in Alexandria Township, estimated 49 acres, (SADC-$244,020; County-$81,340; Township-$81,340), total amount of $406,700.
  3. RESOLUTION - Approving a development easement from Elanor Hahola, the Estate of Frank Hahola Sr., Executrix Frank Hahola Jr. and Margaret Hahola, on Block 16, Lot 13, (Hahola South Farm), in Alexandria Township, estimated 15 acres, (SADC-$83,700; County-$27,900; Township-$27,900), total amount of $139,500.

IX.    CONSENT AGENDA

"All matters listed under the Consent Agenda are considered to be routine by the Board of Chosen Freeholders of the County of Hunterdon and will be enacted by one motion in the form listed below. There will be no separate discussion of these items. If discussion is desired that item will be removed from the Consent Agenda and will be considered separately.”

  1. Motion to approve the claims in accordance with the Claims Register dated January 14, 2014.
  2. RESOLUTION - Julie Gordon appointed full time, Administrative Clerk, Department of Administration.
  3. RESOLUTION - Approving No Passing Zones be established and maintained along County Route 513, in Lebanon Township and Califon and High Bridge Boroughs.
  4. RESOLUTION - Approving a subcontract award agreement with Somerset County, awarding Hunterdon County’s Department of Human Services $3,751 for the provision of NJ Dept. of Labor, Work Force Investment, to provide employment related services to Temporary Assistance to Needy Families, General Assistance, and Supplemental Nutrition Assistance Program.
  5. RESOLUTION - Approving a Business Associate Agreement, #14-532-ADA-0, with the New Jersey Department of Human Services, Division of Mental Health and Addiction Services, as required by the state.
  6. RESOLUTION - Approving a Business Associate Agreement, through the Area Plan Contract with the New Jersey Department of Human Services, Division on Aging, as required by the state.
  7. RESOLUTION - Approving contract #SH14010, in the amount of $96,654, with the New Jersey Department of Human Services, Division of Family Development, to be used for assistance to families and individuals at risk of homelessness and who are ineligible for Work First New Jersey Emergency Assistance, with the cost of shelter, rent and utilities.
  8. RESOLUTION - Approving the retirement of three 2006 vehicles used by the County’s Consolidated Transportation System (LINK) and authorizing said vehicles be scheduled for the next County auction.
  9. RESOLUTION - Approving a Transfer of Title Agreement (Section 5310) with New Jersey Transit for a 2008 Ford vehicle, for the County’s Consolidated Transportation System (LINK).
  10. RESOLUTION - Approving an Equipment Lease Agreement with New Jersey Transit, for a Section 5310, 2013 Supreme Startrans Senator II vehicle, for the County’s Consolidated Transportation System (LINK).
  11. RESOLUTION - Approving a professional services agreement with Karen DeMarco of KBD Associates, to provide County Health Officer services, for the period of February 01, 2014 through June 30, 2014, in an amount not to exceed $14,000. (Subject to review by County Counsel).

X.    GRANTS

  1. RESOLUTION - Approving a grant application for the Hunterdon County Multi-Use Path across Prescott Brook, in Clinton Township, identified as BIKE-2014, with the New Jersey Department of Transportation.
  2. RESOLUTION - Approving the Senior Citizen and Disabled Resident Transportation Assistance Agreement, for 2014, with New Jersey Transit, for $380,000, of state “Casino Revenue” funds, to be used for operating, capital and administrative costs of providing transportation services to seniors and disabled residents through the County’s Consolidated Transportation System (LINK).
  3. RESOLUTION - Approving a 2013 budget modification, to the Senior Citizen and Disabled Resident Transportation Assistance Program, increase of $15,136.96.
  4. RESOLUTION - Approving contract #14AMKC, in the amount of $124,434, with the New Jersey Department of Human Services, Disability Services Division, for 2014, for the provision of transportation services to the elderly, disabled, low-income and general public; and a public donor agreement for donated resources of $31,109 as the County’s match.
  5. RESOLUTION - Approving a modification to County Quote #0018-2012, for year two of a three year grant agreement, with Meals on Wheels of Hunterdon, Inc., to provide nutrition services to Hunterdon’s seniors, in the amount of $235,970.
  6. RESOLUTION - Approving a modification to County Quote #0018-2012, for year two of a three year grant agreement, with the Hunterdon Medical Center/Hunterdon Behavioral Health, to facilitate caregiver support group meetings, in the amount of $27,412.
  7. RESOLUTION - Approving a modification to County Quote #0018-2012, for year two of a three year grant agreement, with Briteside Adult Day Centers, Inc., to provide social-adult day services for seniors, in the amount of $54,056.

XI.    CORRESPONDENCE

  1. Kingwood Township, requesting parcel data link through the County’s GIS Division, for their Local Demonstration Project being conducted under the guidance of the North Jersey Transportation Planning Authority and funded through the Together North Jersey (HUD) grant.

XII.    FOR DISCUSSION

  1. Recognizing the veterans of the County of Hunterdon by holding a Veterans’ Medal ceremony.
