CONVENE:  "This meeting is being held in accordance with the provisions of the Open Public Meetings Act.  Adequate notice has been given by posting throughout the year a copy of the notice on Bulletin Boards on the First and Second Floor of the Main Street County Complex, Building #1, Flemington, New Jersey, a public place reserved for such announcements. A copy was mailed on or before January 02, 2013, to the Hunterdon County Democrat, Star Ledger, Trenton Times, Courier News and the Express Times, newspapers designated to receive such notices and by filing a copy with the Hunterdon County Clerk.”

  2. PUBLIC HEARING - Capital Ordinance No. 1-13, authorizing the acquisition of heavy public works machinery, equipment and trucks for the Public Works Department and Vehicle Services, in the amount of $695,000.
  3. PUBLIC HEARING - Capital Ordinance No. 2-13, authorizing the acquisition of vehicles, in the amount of $400,000.
  4. PUBLIC HEARING - Capital Ordinance No. 3-13, authorizing the acquisition of office furniture, fixtures and business equipment, in the amount of $140,000.
  5. PUBLIC HEARING - Capital Ordinance No. 4-13, authorizing improvements to County parks facilities, in the amount of $335,000.

  1. To discuss fees in the Health Services Division.
VII. PURCHASING, John P. Davenport, III
  1. RESOLUTION - Approving Requisition #26692, using GSA Contract #GS-35F-0692P, with Everbridge, for a Citizens Alert System, for the Department of Public Safety, in the amount of $22,320.
  2. RESOLUTION - Authorizing the extension of County Bid #2012-13, for fine paper and envelopes, with Paper Mart, Inc., for a second year, in an amount not to exceed $79,263.36.
  3. RESOLUTION - Authorizing a professional engineering services agreement (County Quote #0034-2013), for the installation of a sewer grinder and associated work, for the Correctional Facility, for the County of Hunterdon, to Maser Consulting, PA, in the amount of $19,271.
VIII. PUBLIC WORKS, John P. Glynn, Director
  1. Update of various County road and bridge projects.

X. FARMLAND/OPEN SPACE PRESERVATION, Sue Dziamara

  1. RESOLUTION -   Approving an amendment to the May 17, 2994 Deed of Easement with the Camp Dill Foundation, Inc., Block 412, Lot 4, in Clinton Township and Block 4.07, Lot 7, in High Bridge Borough, for the design, construction and installation of a permanent septic system and comfort station.
  2. To modify the Open Space Advisory Council (OSAC) Procedures Manuel for Cooperative Open Space Acquisition Assistance Section 4.

XI. COUNTY ADMINISTRATOR, Cynthia J. Yard

  1. To discuss the position of Division Manager in the Housing Division of the Human Services Department.
XII. FOR DISCUSSION
  1. To discuss a request from Warren County regarding the possibility of establishing an Agricultural Agent specializing in agricultural business practices and economic development to be employed by Rutgers Cooperative Extension on a shared time basis.

  3. RESOLUTION - Emily Parker appointed temporary, seasonal Recreation Leader, Parks and Recreation Division, Department of Land Use and Facilities Management.
  4. RESOLUTION - Zofia Lemise appointed temporary, seasonal Recreational Summer Camp Leader, Parks and Recreation Division, Department of Land Use and Facilities Management.
  5. RESOLUTION - Gail Jacobsen appointed temporary, seasonal Recreation Leader, Parks and Recreation Division, Department of Land Use and Facilities Management.

  11. RESOLUTION - Authorizing final payment for County Bid #2011-16, for resurfacing of County Route 519, in Alexandria and Kingwood Townships, with Intercounty Paving Associates, LLC, in the amount of $31,938.35.
  12. RESOLUTION - Approving an amendment to the August 07, 2012, Black Fly Surveillance Agreement with Millersville University of Pennsylvania, additional cost of $3,000.
  13. RESOLUTION - Approving an agreement for medical director services through the Local Core Capacity for Public Health Emergency Preparedness Grant, with Ronald Frank, M.D., in an amount not to exceed $5,000.
  14. RESOLUTION - Approving a professional services agreement for public health epidemiology and communicable disease services, as part of the Local Core Capacity for Public Health Emergency Preparedness Grant, in the amount of $56,400.
  15. RESOLUTION - Approving a Memorandum of Understanding with the State of New Jersey, Office of Emergency Management, addressing how to apply for FEMA Public Assistance and/or hazard Mitigation programs, for disaster assistance, for presidentially declared major disasters.

  1. PROCLAMATION -  Recognizing Luke Conway for attaining the designation of Eagle Scout.

  1. RESOLUTION - Approving an application with NJ Transit, for the Senior Citizen and Disabled Resident Transportation Assistance Act, in the amount of $380,000.
  2. RESOLUTION - Approving the renewal of the County Environmental Health Act Grant, in the amount of $150,200.
XVI.CORRESPONDENCE
  1. Delaware Township, requesting an additional 120 day extension to explore options for the Wescott Preserve House.
  2. Prosecutor’s Officer, requesting permission to attend the National Sexual Assault Conference, in Los Angeles, California, from August 27 to August 30, 2013, in the amount of $1,870.68. (Registration $475; Lodging $883.88; Airfare $359.80; Meals $152).
  3. Garden State Underwater Recovery Unit, requesting permission to hold a coin toss on Saturday, June 22, 2013, from 8:00 a.m. until 3:00 p.m., at the intersection of County Route 519 and Bridge Street, in Milford, New Jersey.
  4. Garden State Underwater Recovery Unit, requesting permission to hold a coin toss on Saturday, December 14, 2013, from 8:00 a.m. until 3:00 p.m., at the intersection of County Route 519 and Bridge Street, in Milford, New Jersey.
