Establishing County Office Hours

BE IT RESOLVED, that the office hours for County employees shall be from 8:30 a.m. to 4:30 p.m. with one hour off for lunch except in those departments having a longer daily work schedule.

RESOLUTION
Establishing Regular Meeting Times and Dates

BE IT RESOLVED, that the regular meeting time for the Hunterdon County Board of Chosen Freeholders shall be the second and fourth Tuesday of each month, unless the day should fall on a legal holiday; in which event the meeting shall be held on Monday, prior to the regular meeting day. Except in January when the Board will meet on January 11 th and 24 th, 2006. The meetings shall begin in Executive Session at 3:00 p.m., and Convene in Open Session at 4:30 p.m., in the Freeholders' Meeting Room, on the Second Floor of the Main Street County Complex, Building #1, 71 Main Street, Flemington, New Jersey 08822.

BE IT FURTHER RESOLVED, that this resolution shall be considered the annual notice according to Chapter 231, P.L. 1975.

RESOLUTION
Setting Paydays and Audit Days

BE IT RESOLVED, the first payday for all County employees shall be on January 13, 2006 and every second Friday thereafter.

BE IT FURTHER RESOLVED, that payment of other expense vouchers shall be in accordance with the payment schedule to be established by the County Treasurer.

RESOLUTION
Establishment and Utilization of Bank Depositories

BE IT RESOLVED, that the depositories of funds for the County of Hunterdon, for the year 2006 shall be listed listed in the schedule below.  the Freeholder Director, the County Treasurer, Deputy Freeholder Director, County Administrator and Acting Treasurer are hereby authorized to sign checks; and

BE IT FURTHER RESOLVED, that in any case at least two signatures must appear on all checks; one of which shall be the County Treasurer in all instances and one of which shall be the Freeholder Director when present; the Acting County Treasurer signs in the absence of the County Treasurer; and

BE IT FURTHER RESOLVED, that the County Treasurer, as Chief Financial Officer, is authorized to invest idle funds in legally authorized investment vehicles and transfer funds by wire when necessary.

BE IT FURHTUR RESOLVED THAT, no department, employee, board, agency, or commission of the County, and pursuant to the authority of N.J.S.A. 40:23-9 and N.J.S.A. 40:20-1.3 that neither the County Board of Taxation, the County Board of Elections, the County Register of Deeds, the County Clerk, the Surrogate nor the Sheriff shall establish, maintain, or utilize any account unless they have the prior approval of, and with coordination through, the County Treasurer whose concurrence must be obtained to establish and utilize the banking institution for the purposes required.

RESOLUTION
Administrative Code ProvisionsConcerning Establishment and Utilization of Bank Depositories

WHEREAS, N.J.S.A. 40:20-1.3 provides that the Board of Chosen Freeholders may adopt an Administrative Code which requires the County Board of Taxation, County Board of Elections, Jury Commissioners of the County, County Register of Deeds, County Clerk, Surrogate and Sheriff to comply with annual budgetary procedures and requirements, and accounting controls.

N.J.S.A. 40:20-1.4 provides that the Board of Chosen Freeholders are authorized and empowered to make policy and management decisions related to those activities of any independent boards of county government or State appointed officials of county government which are duplicative in nature or duplicate the activities, responsibilities or duties of any other agency or department of county government.

N.J.S.A 40:23-9 permits the Board of Chosen Freeholders to direct by resolution, that all monies belonging to the County must be deposited in a depository selected by the Board.

The Freeholders have determined that it is appropriate that all monetary deposits of the County be coordinated through the County Treasurer to insure adequate fiscal control and financial oversight.

NOW, THEREFORE, BE IT RESOLVED, by the Hunterdon County Board of Chosen Freeholders as follows:

1. This Policy applies to all officials, departments, employees, agencies, boards and commissions of the County of Hunterdon utilizing public funds, either through the Hunterdon County budget or under the governmental authority of the County, including the County Board of Taxation, the County Board of Elections, the Jury Commissioners of the County, County Register of Deeds, County Clerk, Surrogate and Sheriff.

2. Pursuant to N.J.S.A. 40:23-9, only depositories designated by the Hunterdon County Board of Chosen Freeholders shall be used.

3. No official, department, employee, board, agency or commission of the County, nor the County Board of Taxation, the County Board of Elections, the Jury Commissioners of the County, the County Register of Deeds, the County Clerk, the Surrogate, or the Sheriff shall establish, maintain or utilize any banking or financial institution or establish any account unless it has the prior approval of, and with coordination through, the County Treasurer whose concurrence must be obtained to establish and utilize the banking institutions for the purposes required.

In accordance with the provisions of N.J.S.A. 40:20-1.3, this portion of the County Administrative Code shall take effect thirty (30) days after its adoption. On that date, those covered by this Policy as defined above, shall perform their duties, conform to the responsibilities and practices, and exercise the powers granted to them as described in this Resolution.

BE IT RESOLVED, that the following newspapers be and are hereby designated for 2006 as official newspapers for the publication of County items referred to in N.J.S.A. 35:1-2.2 and 2.2a provided, however, that said newspaper file with the County affidavits set forth in said two statutory sections.

RESOLUTION
Manual Signature for Checks Drawn

BE IT RESOLVED, that any checks drawn to cover penalties assessed against the County of Hunterdon as a result of late filing of reports, returns, documentation or deductions which are mandated to be filed by a specific date shall in all instances require the manual signature of the Freeholder in charge of the Department of Finance.

Public Agency Compliance Officer

BE IT RESOLVED, that in accordance with the regulations of the Affirmative Action Office, Department of the Treasury, State of New Jersey, the Hunterdon County Board of Chosen Freeholders hereby appoints Cynthia J. Yard, County Administrator, as the Public Agency Compliance Officer, for the County of Hunterdon, for 2006.

RESOLUTION
Re-Adoption of County Administrative Code

WHEREAS , N.J.S.A. 40:20-1.3 provides that the Board of Chosen Freeholders may adopt an Administrative Code which requires the County Board of Taxation, the County Board of Elections, Jury Commissioners of the County, County Register of Deeds, County Clerk, Surrogate and the Sheriff to be subject to annual budgetary procedures and requirements, accounting controls, central purchasing practices, personnel procedures and central data processing services as specified in the adopted Administrative Code of the County of Hunterdon.

The County of Hunterdon adopted policies in 1992 creating an Administrative Code and requiring compliance with the centralized Purchasing and Personnel Procedures.

N.J.S.A. 40:20-1.4 provides the Board of Chosen Freeholders with additional authority to make policy and management decisions related to those activities of any independent boards of county government or State appointed officials of county government, which are duplicative in nature or which duplicate the activities, responsibilities or duties of any other agency or department of county government.

The Hunterdon County Board of Chosen Freeholders wishes to re-adopt the Hunterdon Policies and Procedures which constitute the County’s Administrative Code in accordance with N.J.S.A 40:20-1.3 and N.J.S.A. 40:20-1.4.

NOW, THEREFORE, BE IT RESOLVED, by the Board of Chosen Freeholders of the County of Hunterdon as follows:

1. The Board of Chosen Freeholders of the County of Hunterdon hereby re-adopts the Hunterdon County Administrative Code, which includes the Policies and Procedures, Section 0001 through Section 05-3, which are listed in the attached Index.

2. Whenever the words “County Department” or “Department Head” are used in this Resolution or in the Policies and Procedures referred to in this Resolution, the words shall mean all officials and employees, departments, agencies, boards and commissions of the County of Hunterdon and under the authority of N.J.S.A. 40A:20-1.3 and N.J.S.A 40A:20-1.4, they include the County Board of Taxation, the County Board of Elections, the Jury Commissioners of the County, County Register of Deeds, County Clerk, Surrogate and the Sheriff.

3. All Hunterdon County officials and employees, all departments, agencies, boards and commissions, including the Board of Taxation, Board of Elections, Jury Commissioners of the County, County Register of Deeds, County Clerk, Surrogate and the Sheriff shall comply with all policies and procedures set forth in the Hunterdon County Administrative Code.

4. In accordance with the provisions of N.J.S.A. 40A:20-1.3, the County Administrative Code shall take effect thirty (30) days after its adoption. On that date, all those governed by the Code as defined above, shall perform the duties, conform to the responsibilities and practices, and exercise the power granted to them in the manner described in this Resolution.

5. The existing County Administrative Code and existing County Policies shall remain in full force and effect pending the effective date of this re-adoption under Paragraph 4 above.
