"This meeting is being held in accordance with the provisions of the Open Public Meetings Act. Adequate notice has been given by posting throughout the year a copy of the notice on Bulletin Boards on the First and Second Floor of the County Administration Building, Victorian Plaza, One East Main Street, Flemington, New Jersey, a public place reserved for such announcements. A copy was mailed on or before January 05, 2000, to the Hunterdon County Democrat, Lambertville Beacon, the Express, Courier News, Trenton Times, Hunterdon Review and Star Ledger, newspapers designated to receive such notices and by filing a copy with the Hunterdon County Clerk.”

  1. Somerset Wheelmen, Requesting permission to use Pleasant Run Road (County Route 629) between Highway 202 and Flemington-Whitehouse Road, to conduct an individual time trial cycling event, on Saturday, April 15, 2000, for about and hour and a half, starting at 8:00 a.m.
  2. Hunterdon Harmonizers, Requesting permission to use the facilities (electrical outlets and rest rooms), at the Hall of Records, during the Annual Craft Fair, on September 16 and 17, 2000.

IV. CONSENT AGENDA

All matters listed under the Consent Agenda are considered to be routine by the Board of Chosen Freeholders of the County of Hunterdon and will be enacted by one motion in the form listed below. There will be no separate discussion of these items. If discussion is desired, that item will be removed from the Consent Agenda and will be considered separately.

  1. Approving the regular and executive session minutes of December 28, 1999 and the regular session minutes of January 31, 2000.
  2. Approving of the payment of all claims as signed and listed on the Claims Register dated February 22, 2000.
  3. Approving the Social Services Fund Report for January, 2000.
  4. RESOLUTION - Board of Chosen Freeholders concurs with the Recreation Commissioners’ Resolution #00-216, appointing Lori Dwarnick, as the Recreation Leader for the Therapeutic Recreation Program.
  5. RESOLUTION - Robert Ent Jr. appointed permanent, full time Senior Engineering Aide, Engineering.
  6. RESOLUTION - Ronald Tillett appointed permanent, full time Plumber, Buildings and Maintenance.
  7. RESOLUTION - Floyd Saums appointed provisional, full time Assistant Library Director, Library
  8. RESOLUTION - Joseph Grande appointed provisional, full time Engineering Aide, Engineering.

FINANCE, Charles Balogh, Jr., Treasurer

  1. RESOLUTION -Approving the appropriation of $50,000 from the Capital Improvement Fund for payment of all preliminary costs associated with planning for the construction of an Emergency Services building at the racetrack site.

ROADS, BRIDGES AND ENGINEERING, John P. Glynn, Director

Update on all County Road and Bridge Projects.

  1. Route 519, Milford-Warren County Line, Holland Township: Final Punch List Items will be completed early Spring.
  2. Route 512, Califon to Route 517, Tewksbury Township: Completion date is set for the Spring.
  3. Route 523 Realignment, Raritan Township: Final Plans will be received February 22, 2000 from the Design Engineer, Buchart-Horn.
  4. Route 579, from Route 523 to NJ Route 12: Seeding will be completed in the Spring of 2000 by the Contractor, Dell Contracting.
  5. Route 628, from Route 513 to Main Street, Glen Gardner Borough: Construction of an Underdrain Type "F" will commence within a week.
  6. Route 650, from State Route 31 to State Route 202: Tentative start date is April 17, 2000.
  7. Route 620-637, Start date is set for the Spring. Bids are set to be received on March 2, 2000.
  8. Route 637 & Pulaski Road/Harlen School Road: Traffic signal plan for right of way was received from Somerset County and will be reviewed.
  9. Route 633 and Route 626, Beaver Avenue: Project is substantially completed and winterized.
  10. Halls Mill Road and Route 523 Signal/Intersection Improvement: Site Plan was submitted to the County Planning Board.
  11. Bridge Q-40, Everitts Road, Raritan Township: Project is completed.
  12. Bridge D-388, Locktown-Flemington Road, Delaware Township: Letter from the DEP was received denying Wetlands Permit. Historical Alternative Report needs to be completed.
  13. Bridge N-3, Leigh Street, Clinton Township: Construction is scheduled for the Summer of 2001.
  14. Bridge E-173, Wertsville road, Route 602: Anticipate an early Spring start date.
  15. Bridge Painting - Federal Aid (5 Bridges): D-390 Stone Sign Post Road; Q-48 Kuhl Road, R-20 Lamington Road; RQ-179 Stanton Station Road; and WD-120 Hamp Road: Project to commence in April, 2000.
  16. Bridge R-163, Old York Road/Summer Road, Readington Township: Construction is to be coordinated with the Township.
  17. Bridge Q-46, Johanna Farms Road, Raritan Township: Constructed is expected to commence this Summer.
  18. School Beacons: Kingwood Township, completed except for final program; Union Township is completed - County will assist to program units.
  19. Bridge R-20, Mill Street, Readington Township: Deck needs replacement, stringers and floor beams, materials were received.
  20. Bridge Q-128, Harmony School Road, Raritan Township: DEP Permit Application is completed and forwarded to the State.
  21. Bridge T-79, Rockaway Road, Tewksbury Township: NJDEP issued Permit, start of construction is set for March 15, 2000.
  22. Bridge Q-144, Barton Hollow Road, Raritan Township: Headwall design is completed.
  23. Bridge Q-145, Barton Hollow Road, Raritan Township: Alignment design was forwarded to Raritan Township for approval.
  24. Bridge T-86, Mountainville, Tewksbury Township: Design is completed.
  25. Bridge L-97-W, Stephensburg Road, Road is open and Warren County is working on stone facing wall.
  26. Bridge D-325, Lower Creek Road, Delaware Township: Deck is repaired and bridge should be opened the week of February 22, 2000.
  27. Bridge Q-1, Everitts Road, Raritan Township: Application to DEP was submitted, no response from DEP as of this date.
  28. Bridge W-137, County Route 605, West Amwell Township: DEP permit is needed, should be completed within 30 days.
  29. Bridge T-100, Water Street, Tewksbury Township: DEP permit is needed, should be completed within 30 days.

PROJECT ADMINISTRATOR, Frank J. Bell

Update on all County Projects and Facilities.

  1. North Branch County Library: A final list of punchlist items was developed by all participants. Work on the punchlist will be resolved within the next three weeks.
  2. Route 12 Office Building - Anticipated completion date 10/13/2000: The steel silo fabrication is complete and will be shipped to the site within one week.
  3. Surface Parking Lot/Park Avenue, Flemington: The underground detention system is complete. Clearing and grubbing of the remaining trees and brush will begin once the snow has cleared, Phase II paving will begin in the spring.
  4. Historic Court House: Anticipated completion date 08/01/2000: The contractor stopped work on January 17, 2000 due to the weather. I have asked the architect to call the contractor to request that they review the schedule and advise when the work will resume. The Architect responded with a time frame of mobilizing within the next week and a half at the site. The Contractor feels that the temperatures have risen enough to allow for removal of the paint.
  5. Main Street Complex: John Clarke of Clarke, Caton & Hintz, Architects will be making a presentation today.
  6. Hazardous Materials Unit Building: This project will house the HazMat services vehicles and personnel. We are preparing the project to go out to bid. We will need consultants for MEP, Site/Survey and Structural needs.
  7. Park System, Golf Course: Anticipated completion date is scheduled for September 2001: The Park System and the Freeholders board will discuss the contract with the Construction Manager. The Park System was directed to breakout the contract into tasks and discuss the cost with the contractors.
  8. Park System - Deer Path Park Phase II: Due to the Parks summer schedule, Pam Thier, Director, has requested that the work not begin until the middle of August.
  9. Emergency Services Addition: The receipt of the RFP will be extended to March 3, 2000.
  10. Fire School Propane System: The Engineer will be completed with the drawings on March 3, 2000.
  11. South County Garage: After a review of the specifications, a number of sections need reworking and refinement.
  12. Route 12 Library Master Plan: A meeting is being scheduled to discuss the direction of the project.
  13. Related Project Management Special Assignments:
    1. County Space Allocation/Utilization Survey: I am currently working with the County Administrator and Personnel in conducting a County-wide space utilization survey.
    2. Furniture/Equipment Needs: I am working with County Administration in assessing the furniture/equipment needs for the Warehouse/Records Center.

PURCHASING, Charles J. Soriero, Jr.

  1. RESOLUTION - Approving the extension of Bid #96-56, for the Road Operations of a County Consolidated System, known as the “LINK”, for an additional 127 days, from February 25, 2000 to June 30, 2000, in an amount not to exceed $363,000.
  2. RESOLUTION - Approving the extension of Bid #99-05, for Microfilming and the Re-Creation of Records Services for the County Clerk and Surrogate’s Offices, for a second year, to Business Records Corporation, in an amount not to exceed $9,331.75.
  3. RESOLUTION - Approving the extension of Bid #99-05, for Microfilming and the Re-Creation of Records Services for the County Clerk and Surrogate’s Offices, for a second year, to Griffith, Inc., t/a Alpha System, in an amount not to exceed $58,229.75.
  4. RESOLUTION - Approving Requisition #37970, with the Flemington Art School, for Pre-School Art Workshops, Drawing and Painting Workshops and Multi-Media Workshops for the County Park System, in the amount of $3,450.
  5. RESOLUTION - Approving Requisition #37976, with the New Jersey Recreation Park Association, for discount ski tickets, for the County Park System, in the amount of $4,510.

  1. To discuss candidates for nomination to the Workforce Investment Board.
  2. To discuss the construction management services for the golf course at the request of the Park System.

  1. To discuss land acquisition at the request of the Park System.
  2. To discuss personnel with the Human Resources Director and County Administrator.
