| FLEMINGTON - RARITAN REGIONAL
SCHOOL DISTRICT BOARD OF EDUCATION RARITAN TOWNSHIP PROPOSAL |
| The Board of Education of the
Flemington-Raritan Regional School District comprising the constituent
municipalities of the Township of Raritan and the Borough of Flemington in
Hunterdon County, in the State of New Jersey (the "State") is
authorized (A) to acquire, by purchase or condemnation, 40 acres (+/-) of land
in the Township of Raritan (the "Township") constituting a portion of
Block 40, Lot 5 on the official tax map of the Township for the construction of
a new middle school thereon (the "Site"); (B) to construct, furnish
and equip a new middle school on the Site and undertake related Site
improvements ((A) and (B) are herein collectively, the "Project");
(C) to expend on such Project an amount not to exceed $39,225,000 (which
expenditure shall be funded in part with a $5,976,614 grant from the State of
New Jersey (the "State Grant"), representing 40% of the Project's
final eligible costs of $14,941,536 as determined by the State Commissioner of
Education); and (D) to issue school bonds of the School District in an amount
not to exceed $33,248,386 (representing the School District's local share of
Project costs). In addition, the School District is authorized to issue an
additional amount of school bonds in the amount of the State Grant pending
receipt of the State Grant, or in the event the State is unable to provide the
State Grant, or in the event the State provides debt service aid in lieu of the
State Grant, which debt service aid is anticipated to equal 40% of the debt
service allocable to final eligible costs. This Project includes $13,794,033
for school facilities construction elements in addition to the facilities
efficiency standards developed by the Commissioner of Education. INTERPRETIVE STATEMENT The Board is seeking to undertake the Project as set forth in the Proposal. The term "Local Share" refers to the cost to the local taxpayers. | EAST AMWELL TOWNSHIP BOARD OF EDUCATION PROPOSAL |
| The Board of Education of the Township of East
Amwell in Hunterdon County, New Jersey, is hereby authorized (i ) to purchase
an approximate 10-acre vacant land parcel located directly adjacent and to the
east of the East Amwell Township School, upon such parcel being subdivided as a
legally separate lot (as it is currently a portion of current Lot 31, Block
16.01 on the East Amwell Township Tax Map; (ii) to expend for such land
acquisition and related playing field construction costs, a sum not exceeding
$373,000; and (iii) to issue school bonds of the School District in an amount
not exceeding $373,000 to finance such costs. INTERPRETIVE STATEMENT The Board of Education is seeking voter approval to purchase an approximate 10-acre vacant parcel of land located directly adjacent and to the east of the East Amwell School. Acquisition of this land, which the Board of Education currently intends to use for needed additional playing fields, will also provide the Board of Education with a much needed land capacity for potential future septic system replacements and/or school facilities expansion. The request for voter authorization to acquire the land also includes permission to expend not exceeding $373,000 for acquisition related expenses and playing field construction costs, which the Board of Education proposes to fund through the issuance of its bonds and/or notes, to be paid over a period of years. | KINGWOOD TOWNSHIP BOARD OF EDUCATION PROPOSAL |
| The Board of Education of the School District
comprising the Township of Kingwood in Hunterdon County, New Jersey is
authorized (A) to undertake a Kingwood Township School project entailing (i)
the construction of new general classrooms, a science lab with adjacent prep
room and storage, a large group instructional space, new lavatory facilities
and general storage area, and (ii) the undertaking of various physical plant
and educational renovations/modernizations, including the renovation of a
kindergarten classroom, small group instruction rooms and office space,
installation of electrical system upgrades, including new lighting, and new hot
water boilers and unit ventilators, gymnasium floor resurfacing and new sound
system installation, A-frame roof replacement and playground resurfacing; (B)
to expend on such project an aggregate amount not to exceed $4,546,000, which
expenditure shall be funded in part with a $1,175,720 grant from the State,
representing 40% of the aggregate $2,939,300 in final eligible costs of the
project as determined by the Commissioner of Education; and (C) to issue school
bonds of the School District in an amount not to exceed $3,370,280,
representing the School District's aggregate local share of the costs of the
project. In addition, the School District is authorized to issue an additional
principal amount of school bonds in an amount not exceeding the State grant,
pending it's receipt of the State grant moneys, or, in the event that the State
is unable to provide the grant or provides debt service aid in lieu of the
grant, which annual debt service aid is anticipated to equal 40% of the annual
school bond debt service allocable to eligible project costs. The project
includes $1,606,700 for school facility construction elements in addition to
the facility efficiency standards developed by the Commissioner of
