REQUEST FOR COMPETITIVE CONTRACT PROPOSALS
Golf Course Management and Operations Services
Heron Glen Golf Course
Public Notice is hereby given that the Hunterdon County Board of Chosen Freeholders is seeking proposals from qualified individuals and firms for providing golf course operations/management services for the Hunterdon County’s Heron Glen Golf Course located in Raritan Township, Hunterdon County, New Jersey. The intent of this Request for Proposal (RFP) is to select a golf management company to operate, maintain and market Hunterdon County’s Heron Glen Golf Course.
Sealed proposals will be received by the County of Hunterdon on August 10, 2006 at 11:00 a.m. prevailing time in the Hunterdon County Freeholder Meeting Room, 71 Main Street, Building #1, 2nd Floor, Flemington, NJ 08822. Specifications, Instructions to Proposers and Proposers and Proposal forms may be obtained at the Purchasing Department, 71 Main Street, Building #1 3 rd Floor, Flemington, NJ 08822 during regular business hours.
Proposals will be received by mail or delivery service up until the date and time indicated above. However, Hunterdon County will not be responsible for packages not arriving at the time and place designated, irrespective of the date and time the package was mailed, posted or left with a delivery service. The Proposer assumes any and all risk of late delivery of its Proposal. Proposals not received on time will be returned to the Proposer unopened. Proposals will be on the proposal forms provided in the manner designated therein and addressed to the County of Hunterdon, Clerk of the Board, 71 Main Street, PO Box 2900, Flemington, NJ 08822 and clearly marked on the outside “Proposal 2006-25, Golf Course Management Services”.
All Proposers’ questions must be in writing and are to be directed to John P. Davenport, Hunterdon County Purchasing Agent, 71 Main Street, Building #1, 3 rd Floor, Flemington, NJ 08822, telephone (908)-788-1163.
On July 20, 2006, a non-mandatory pre-proposal conference will be held at the Freeholders’ Meeting Room, 71 Main Street, Building #1, 2 nd Floor, Flemington, NJ 08822, beginning at 10:00 A.M. prevailing time followed directly with an onsite tour of the course and associated facilities. The pre-proposal conference will not be a condition required by those desiring to submit a proposal but is highly recommended.
Proposals will be evaluated in accordance with N.J.S.A.40:11-4.1 et seq., by a selection committee appointed by the Hunterdon County Administrator. The committee who will review the proposals, may, if necessary, conduct interviews with one or more of the Proposers as part of the final selection process.
Proposers are required to comply with the requirements of N.J.S.A. 10:5-31 and N.J.A.C. 17:27 et seq.
Proposals may not be modified after submittal. Proposers may withdraw Proposals at any time prior to the opening of Proposals, by written request to the Hunterdon County Purchasing Agent received prior to the time designated for Proposal opening. No Proposal may be withdrawn within sixty (60) days after Proposal opening.
The County of Hunterdon will award a contract or reject all Proposals within sixty (60) days unless otherwise agreed by the parties.
The Board of Chosen Freeholders reserves the right to reject any or all proposals or to waive any informality in any Proposal received and to accept the proposal which in its judgment will serve the best interest of the County.
