Nest of Bald-faced Hornet (Dolichovespula maculata).  These are the remains of a hornet's nest which was attached to a nearby tree.  “The paper-like nests are made of chewed wood fiber mixed with saliva” (Donald Lewis) and “one nest may hold up to 700 hornets” (FCPS).
